As of 28 June 2025, Law 11/2023, of 8 May, comes into force in Spain, transposing Directive (EU) 2019/882, known as the as the European Accessibility Act, into Spanish law. This regulation establishes mandatory accessibility requirements for a wide range of digital products and services, with the aim of removing barriers and ensuring equal access for people with disabilities throughout the European Union.

What does Law 11/2023 regulate?

The law applies to products and services such as:

  • ATMs and self-service terminals
  • Consumer banking services
  • E-commerce
  • E-books and their dedicated software
  • Passenger transport services
  • Electronic communication services, including emergency services

It also requires information be accessible through multiple sensory channels (visual, auditory, and tactile), and user interfaces be understandable and usable by all people, regardless of their abilities.

Deadlines for implementation:

  • 28 June 2025: all new products and services concerned shall  comply with the accessibility requirements.
  • 28 June 2030: deadline for adapting existing products and services by 28 June 2025.

Contracts signed before 28 June 2025 can be maintained for up to five years, provided they are not substantially modified.

Regulatory and economic risk

Lack of compliance can lead to sanctions, product recalls or urgent changes that divert budgets and compromise strategy.

  • Reputational damage: accessibility is a key indicator of social responsibility. Not complying with it can be seen as discriminatory by users, institutions and partners.
